The program of “Temporary City at Particular Locations 2008-2010” provides an opportunity for cooperation among the Universities of European Capitals of Culture 2010 (ECoC). In the course of the program architecture, urban design and planning, students of the Universities of Istanbul, Pécs and Ruhr Area work together on the future of urban spaces in workshops hosted by the three European Capitals of Culture. Study area was Haliç Shipyard for Istanbul part of the program.

Haliç shipyard has very unique features like previous study areas in Ruhr and Pécs . The common feature of these sites is that they are strategic urban locations in need of intervention. It is located on the eastern banks of the Golden Horn. It is a historic shipyard which has been in use for more than five centuries. This historic shipyard will be one of the venues hosting numerous cultural events during the summer of 2010. During this time maintenance and repair activities, which still continue albeit at a reduced scale will be further decreased. The first prize is awarded to:'Floating Surfaces'. The team come up with an intervention in the Haliç Shipyard which temporally changing the urban environment, will create a public space that offers multitude of opportunities for lively and high quality cultural intersections.
